Migration plan: sdlc/#417/audit.md (root: #417). PR 9. Carve .bin parsing out of the 1,157-line importer into ChunkBinReader; add edit-mode tests reading the #422 golden fixture so both sides of the format share one fixture. Verify: V-IMPORT deterministic re-import. Addresses U1, X1, T1.
